What Is The Purpose Of Two-tier System For Test Cricket?

Q.2 Why England is prefered over Sri Lanka(the better team) for the first tier spot?
Q.3Will it give more trouble specially to West Indies and Pakistani cricket board?

    A two-tier system, will help cut down the number of matches played in a season. We all blame the packed schedule for the injuries sustained by the players.
    This will also result in the top teams playing each other and weaker teams playing each other more often. Means this will increase the competitiveness and quality of cricket played. And money is another important factor.
    Q2: England is where cricket originated, and plays one of the most important test series, The Ashes. And England is an important member of the ICC and MCC are the custodians of Laws of cricket.
    Q3: PCB will certainly object, not sure how WICB will react. WICB is in tatters and they probably will have no objection. Pakistan and WI will have to deal with it. It certainly will be a big blow to these countries, if this two-tier system is implemented.
