What Was/is The System For Cricket Teams To Get Qualified For World Cup?

In the first three Cricket world cups only 8 teams were participating each time.Why not many more teams participating?
Was this due to some policy of ICC or was this due to lack of interest of other countries in this game?
Or were there some other reasons?
What is the current qualification system to get entry in a world cup of Cricket ?
Why only a few countries were/are playing Cricket world cups?
the nine test playing countries along with zimbabwe have automatic entry into the world cup.the remaining places are determined with the icc world cup qualifiers where teams with only odi status compete.
